Galactic Invaders was distributed in both Starters and Boosters. The Rare sheet contains 1 of each of the 81 Very Rare cards. It probably didn't contain the Sector HQ cards, as the GI Starters seem to have been released months before the boosters were. It may have contained the 6 Entity cards, though if it did the Entities would have been overproduced, so a large chunk of them would have beeen destroyed.
There is just enough room to fit the 12 cards of the 7th and final Promotional Set, the Indirigan Touring Game, with one slot left over possibly for the R/O4 Strategic Deployment that was intended to go in the Board Game that was going to be released the following year.
Note that the depicted Print Sheets are just example layouts. I don't know what the actual card layout of these sheets were. In fact, the actual layout was likely more randomized to make it easier to pack boosters.
